Added the MinMagnitude and MaxMagnitude ops as the upcoming AVX10.2 instruction set will have VMINMAXPH/VMINMAXPS/VMINMAXPD instructions that can carry out the MinMagnitude and MaxMagnitude operations for F16/F32/F64 vectors.
