TLV62130 improvements, fan control GPIO

Some improvements to the TLV62130 layout, adds the ability to control the fan with GPIO 45.

Initial public release

This is the first public Gloworm release! A few bugfixes will probably be coming as we get issues ironed out and Copperforge reviews the board, but I wanted to tag something for people to take a look at. Mounting holes should not change.
