[Enhancement] Add confirmation and processing modals for large number of selected incidents upon action invocation

Summary

Although users are able to invoke actions on incidents (via bulk selection), performance is affected for large counts (>100).
To account for this, we should look to implement the following:

• Prompt to ask if large number of incidents should be actioned - i.e. +100 incidents for resolution should yield a confirm modal.
• Render a processing modal while the large number of incidents are being processed.
