Adds progressive loading to both timeseries and table data fetches. Aside from extracting one of the hooks into something I could wrap with the progressive loading hook, it's pretty cookie cutter across the three different use cases:

  • useMetricTimeseries is for the main chart
  • useMetricAggregatesTable is for the aggregates tab
  • useMetricSamplesTable is for samples

I reused the helper to check if we can make the higher accuracy request from useExploreTimeseries because metrics and explore will use the same endpoint and format.

Alongside this, the PR also updates a single loading state so we don't show the extrapolation message prematurely.
