Closed-year project overviews now suppress the “looking for help” badge in both grid and list layouts, so archived projects no longer appear to be recruiting. Years with open submissions and project cards outside the year overview retain their existing labels.

Suppress looking-for-help badges in both project overview layouts once a year's submissions are closed. Open years and other ProjectCard consumers retain the existing display behavior.

Add route coverage for closed-year grid and list views.
