Bumps mini_chromium to a revision with the following fix:

• fix(span): avoid clang-cl C++17 constexpr warning mini_chromium#7

The fix was needed for sentry-native's C++17 builds with ClangCL and [-Werror,-Wdeprecated-redundant-constexpr-static-def]:

• perf(crashpad): Send event updates over IPC sentry-native#1841
