This compiles the provider with .NET 8.0 targets and changes test-assemblies to use it as well.
The current NetCoreApp3.1 was outdated, but I still kept it for backward-compatibility.
.NET Framework full is, of course, still supported as well.
This PR contains also #438 so no need for separate merge for that.
