This is an isolated commit with the GitHub action to build pkg on Ubuntu 22.04/24.04 and MacOS.
The action itself is working, but fails on upstream main as the way we build pkg here (with pkg-config) differs from the way pkg is built elsewhere on Linux, as well as the lack of source code adjustments to build on MacOS.
This pull request is augmenting #2323 and is issued here in isolation to reverse the order (first the build harness, then the patch to fix the build errors).
