This commit introduces dynamic pools that can be defined by a query. It also adds validation to prevent adding/removing accounts from dynamic pools. Co-authored-by: salaun.clement <[email protected]>

Add support for dynamic pool membership, allowing pools to be defined by an account-finding query instead of a static list of account IDs.
