Mypy 1.17

We’ve just uploaded mypy 1.17 to the Python Package Index (PyPI). Mypy is a static type checker for Python. This release includes new features and bug fixes. You can install it as follows:

This PR bumps mypy to 1.18.2, which requires Python >= 3.9. Our CI still runs on Python 3.8, and pyproject.toml declares support for >=3.8, so tests fail on macOS 3.8.

Options:

1. Drop Python 3.8 support (update requires-python and CI matrix).
2. Pin mypy conditionally in requirements-tests.txt:
   mypy==1.11.2; python_version < "3.9"
   mypy==1.18.2; python_version >= "3.9"

Which approach do we prefer? Happy to help with a PR if needed.

@MorgenPronk : did you check which is the latest mypy that still supports 3.8?

Sorry @svlandeg, just checked.
Mypy 1.14.x is that last version that can be installed and run on Python 3.8. Type-checking code targeting Python 3.8 was supported up to 1.16.x (and partially 1.17.0), but those versions require Python 3.9+ to run.
So, if we want to support install Mypy as a dependency in a Python 3.8 environment, 1.14.x is the latest version we can use.

Then I suggest we simply bump to 1.14 for now, to reduce complexity.
