XC16++ works on top of an existing XC16 installation. Installation instructions can be found the README.md

What files should I download?
- If you have already installed a supported XC16 version from Microchip (the C compiler), download the XC16++ package that matches your operating system and XC16 version number from the Assets list below.
- If you have not installed XC16 yet, download XC16 v1.50 from the Microchip website (direct links: Linux, Windows, OSX), install it, then download
xc16plusplus-v1.50r2-<YOUR-OPERATING-SYSTEM>.tar.gz
from the Assets list below.
