Update EIP-7773: DFI unselected headliners

• 7732 and 7928 were moved to SFI
• 7805 was moved to CFI
• the rest of the headliners should be DFI'd

authors + ACD can decide whether or not these features can be re-proposed with reduced scope

@nixorokish returning as a regular EIP wasn't meant to be allowed to prevent back doors,

Once a feature is declined as a potential headliner, it cannot return as a regular EIP within the same fork cycle to prevent back-door reprioritization.

If we can get two upgrades in 2026 then this should be less of an issue. 🤞

it seems we didn't capture most of the headliners as PFI'd, but in any case this is good documentation
