Maybe do not upgrade perl. 5.45.1 is developer edtion. https://www.cpan.org/src/

We don't have a mechanism to disable automatic updates per package yet. We have discussed adding that feature and it might be added at some point.
For now, we'll just keep this PR open and that should disable future updates.
