This is failing due to updating:

dtolnay/rust-toolchain@e05ebb0e73db581a4877c6ce762e29fe1e0b5073 # 1.66.0

to

dtolnay/rust-toolchain@b3b07ba8b418998c39fb20f53e8b695cdcc8de1b # 1.66.0

where the latter is a commit on the master branch of https://github.com/dtolnay/rust-toolchain. If you are using the master branch, you must specify the toolchain parameter under with, which we should do to unify how we use this action across our workflows.

I'm also curious why we have so many different versions of Rust floating around in CI. Is that on purpose?
