Licensing and proper author attribution

This is a mere bureaucracy-release. It adds a license, attributes authors in a place different from git log.

Changes:

• Add example of adjusting TSO parameters in tutorial.

v1.8.1: First public release

This is the first public release of sbs for easier access to the code for external users.

It is basically a snapshot of the current as-is state of the repository.
