Release process

- Create a milestone for each OpenJ9 release. For example:
Release 0.27 (Java 8, 11, 16) July refresh - Developers create issues for new features or changes in behaviour using this template.
- Assign issues to the appropriate milestone.
- The documentation is updated by collaborating with developers. Each new feature or change must be included in the release topic.
- Pull requests must be staged and reviewed before merging.
- The target is for documentation to be complete when OpenJ9 milestone 2 is created for a release.
- When finalised, create a branch for the release. For example:
openj9-docs-0.27.0 - Publish the release for GA.
