The tests were failing, I think because of the number of really old unsupported packages, combined with the end of life version of Node. This upgrades Node to 20.8.1 and updates some of the packages that produce `npm WARN EBADENGINE` warnings (a couple of packages from both @nestjs and @typescript-eslint) I haven't gone through and fixed all the vulnerabilities here, because Renovate will hopefully start resolving things once the config is merged (the previous commit), and we can pick up the more thorny dependency issues as it flags them
