Add GitHub Actions workflows for CI/CD

Changes

• Added GitHub Actions workflow for build
• Added GitHub Actions workflow for lint
• Added GitHub Actions workflow for type check
• Added GitHub Actions workflow for test

These workflows will run on push to main and on pull requests to ensure code quality and prevent regressions.
