Implement Storybook for UI components (ENG-481)

This PR implements Storybook.js for UI components to enable isolated component development and testing.

Changes

• Set up Storybook in the pkgs/ui directory
• Configure Storybook to work with Tailwind CSS
• Create stories for Button, Card, and Avatar components
• Add Storybook scripts to package.json
• Set up Chromatic integration for visual testing
