This PR adds a placeholder Azure DevOps pipeline configuration file for stress tests, allowing the pipeline infrastructure to be set up during PR review before the actual implementation is complete.
- Adds a new pipeline YAML file with basic structure (triggers, parameters, stages)
- Configures the pipeline to trigger after successful runs of three upstream package pipelines
- Includes placeholder stage/job/step that will be replaced with actual stress test execution

This will allow me to create the Azure DevOps pipeline configurations so I can trigger the new pipeline during PR review.
