The branchwater/sra_search code has been copied & turned into a sourmash plugin here: pyo3_branchwater. This PR switches to using that plugin instead of sra_search.

TODO:

  • set up a fake resource to disallow overlapping execution of rules
  • write install/execute instructions
  • use --use-conda or no?
