Updating the Climate application(Local data intergration)

This pull request has been created inorder to update the climate application (Local data intergration) which can pull data from the NetCDF4 data processing engine via an API to be up to date with the climate data application

Hi @yambanso - thanks for the contribution! It would be nice to get a demo of the full data flow. We will try to get this in with some adaptions:

• Define a data format and API for importing local data so it can be reused.
• The URL to the local data service should be added under Settings in the app and kept in the data store
• The data service should expose the variables that can be imported.
• Also support local data in the explore section of the app.

Something we can look at together?
