Set turnstamp each time current_assignments is modified or implement better history

This has been neglected and needs to be taken care of for best analysis capabilities, unless we start using a linked list of previous ShipHistory entries in order to store them in order. In which case we would be able to just take the current turn, and regress one by one (thus generating the turnstamp) for each previous, while examining the data.
