Use secondary_mission tag in scuttle_for_finish()

Instead of relying on the amount of halite to determine whether or not a drop has been made. Set it to 'suicide' or something. This is prone to cause issues if they're able to scoop up more than an arbitrary amount of halite on the way to the opposing drop.
