Force the solution deployment to use the upgrade approach

Describe the issue

These changes will force the upgrade action when building and deploying a solution to any environment. This feature will be applied only when deploying to PR, UAT or PRD environments. For DEV environments the import process will remain the same.

Changes included in the PR

• Added an action to check if a solution exists in a particular environment. Based on that the solution could be imported using the update or upgrade approach.
• Updated the build-deploy-solution workflow to force the upgrade.

We intentionally do not default to upgrade because updates are faster and generally speaking, when using source control based ALM, you only need to perform upgrades when you know you want to delete something from a solution in the target environment.
