• Adds RBAC permissions for NetworkPolicy resources (create, delete, get, list, patch, update, watch) to the devworkspace-controller ClusterRole
• Cherry-pick of fix: add NetworkPolicy RBAC permissions #1690 targeting the 0.43.x release branch

Test plan

• Verify make generate_all passes cleanly
• Verify controller can create/manage NetworkPolicy resources after deployment
