What are you trying to accomplish?

Make sure new versions of Bundler & RubyGems play nice with Dependabot.

Anything you want to highlight for special attention from reviewers?

Bundler 2.6.0 reverted the changes in the most recent 2.5.x that affected Dependabot, see #10746. We should now be fine in that regard at least.

How will you know you've accomplished your goal?

CI passes.

Bundler 2.6.1 caused an issue with tapioca. I proposed a patch to tapioca to fix it. If that's merged and released, upgrading should fix the tapioca job.

Everything seems fine other than the tapioca issue! 🎉
