Use full size Decred icon. (#2703)

Noticed on Ubuntu 20.04 that the process now has a taskbar icon, but it is a version of the Decred logo which has very thick transparent borders, which makes it appear very small. This PR replaces it with a more fully sized icon with smaller borders.
