Customer Impact: receipts will use the updated vds value 3. was two. verifiers must accept the new version verifiers MAY chose to accept the old version. If a verifier accepts the old version they MAY confirm the stale vds is correct by comparing it against the checkpoint the pre-signed receipt was copied from.
