Add 60 minute tutorial notebook

In this PR, I've made the performed the following:

• Add a 60 minute tutorial notebook for workflow-calcium-imaging
• Test the 60 minute tutorial notebook end-to-end locally using Dev Containers in VS Code.
• Update CHANGELOG
• Update version.py

@kabilar, besides the usual checks, please let me know if I should continue to fill out the event alignment schemas for this tutorial notebook. I'm not sure if we're keeping that or if that is being dropped from this version of the workflow

Thanks. We will keep those schemas in this workflow but can add them to a separate notebook to keep this tutorial notebook streamlined.
