Create regex-grep-negative

This is an additional tool that works just like regex-grep, but in reverse.  With regex-grep, a scan fails if it detects a specified pattern in any of the files it's scanning.  Instead, regex-grep-reverse passes if it detects a specified pattern in any of the files it's scanning.
