Allow HTTPS URLs wherever artifact input paths are accepted, including CLI flags and argument JSON. Download inside the consuming task environment so queued jobs perform the transfer on the worker. Preserve QZA bytes, UUID and provenance; permit remote TSVs only for metadata inputs.

Validate declared QIIME types, support optional SHA-256 pins, record download receipts, and use downloaded content hashes for cache signatures. Raw imports and authenticated URLs remain outside this first pass.

Validation: 257 tests passed (one optional Docker cache integration skipped); Ruff passed. Real QIIME provenance integration and a Docker demux.emp_single pipeline with remote QZA and metadata TSV inputs passed.

Companion UI: https://github.com/cymis/adagio-app/pull/420. Documentation: cymis/adagio-docs#16.

Retry any OSError from the network, including TLS failures mid-body, but
never retry disk errors: a full disk now fails once with the staging
directory named. Check free space against Content-Length before transfer.
Time downloads as input_download_seconds instead of plugin setup.
