What time does the live stream broadcast?

The stream is regularly scheduled for Monday mornings at 1300 UTC / 9a ET / 6a PT on the VisualStudio Twitch channel and will be preempted when other Microsoft sponsored developer events (.NET Conf, Microsoft Build, Microsoft Ignite) are scheduled.

Where are the recordings available?

For 14 days after a stream, they're available on the Twitch channel at https://twitch.tv/visualstudio/videos and will be archived on the YouTube channel on the CSharp with CSharpFritz playlist

What displays the viewers questions on screen during the broadcast?

That is featured.chat and listens for messages in Twitch chat, allowing moderators to place the messages on screen.
