Cosmetology wants to change the go-live process so that as soon as one state is live, its practitioners automatically have privileges in other member states. Prior commissions have not contemplated this setup. This will likely involve decoupling the launch of a state's data from the granting of privileges.
Questions:
- at what point is a state considered privilege-live? After the enactment date, after the effective date, or at some other time?
- who is responsible for marking the state privilege-live? compact director? state staff?
- If it's the compact director, does that person temporarily make themselves an admin of the state (a workaround possible with existing features) or does this need to be a new feature?
- The state will still be responsible for marking itself data-live.
