Cosmetology wants to change the go-live process so that as soon as one state is live, its practitioners automatically have privileges in other member states. Prior commissions have not contemplated this setup. This will likely involve decoupling the launch of a state's data from the granting of privileges.
Questions:

• at what point is a state considered privilege-live? After the enactment date, after the effective date, or at some other time?
• who is responsible for marking the state privilege-live? compact director? state staff?
• If it's the compact director, does that person temporarily make themselves an admin of the state (a workaround possible with existing features) or does this need to be a new feature?
• The state will still be responsible for marking itself data-live.

cosmetology is ready to move forward with this feature, but they do not have strong feelings about how it looks or functions, which gives us a lot of leeway. We should work to make this as straightforward and simple as possible. the requirements are as follows:

• compact admin-level staff have the ability to mark a state "privilege live"
• state admin staff retain the ability to mark themselves "data live"
• in the meantime, as a workaround, leslie can make herself an administrator of a state. This will happen most likely in a week or two so we may also need a way to roll back the "data live" launch from states after this feature is in place
• remaining questions: how can we ensure privilege-live states are notified of discipline against licensees practicing in their state? Leslie can add a name when she marks them live, but this would be temporary as we do not want her to have to manage that in the long term. Discuss on planning call.
