Alternative to #2202
Instead of enshrining the oneshot channel, this approach instead makes the
Reporter::reporttrait method fallible.One big problem with this is abstracting over infallible vs fallible reporters. This patch forces this choice on the user by explicitly having to mark infallible reporters.
