Fix the „Descarcă” button in the Date ANAF externe tab, so that clicking on it automatically downloads the XML

Currently, clicking the „Descarcă” button in the Date ANAF externe tab opens the XML in a new browser tab, from where the user then has to download it manually. Clicking on „Descarcă” should instead automatically download the XML.
