This PR temporarily removes all QA testing steps from the CircleCI release workflow to expedite the release process. The change removes five test jobs and one manual approval gate, allowing releases to proceed directly from deployment to the solutions engineering approval step.
Changes:
- Removed all QA test jobs (test_api, test_apiv3, test_check_cookies_expired_releases_k8s, test_web, test_e2e) from the workflow
- Removed manual_qa_hold approval gate
- Updated manual_solutions_eng_hold to depend directly on deploy_to_doks_release instead of test jobs
