What this PR does

Replaces TODO comment with comprehensive Fluid community meeting information.

Changes Made

  • File: projects/fluid/fluid-incubation-proposal.md (line 248-252)
  • Before: TODO: calendar for meetings
  • After: Complete meeting schedule with platform details and official link
