Rule 8 update. (#38)

This is a draft for some Rule 0 changes. Its here for management to look
at for easy comparison and shouldnt be merged yet.

The main changes are:

- Splits xenomorph between medium and low risk depending on tier
- Adds "not fulfilling your role" as something that is punishable under
this rules, since that was the intent of the original rewrite of this
