Rule 10 update. (#40)

This is a draft for some Rule 0 changes. Its here for management to look
at for easy comparison and shouldnt be merged yet.

The main changes are:

- Adds an explicit mention to MP tools in the escalation table since
people often make mistakes there
- Improves the wording around jailbreak examples
- Removes the MP tool mention from the jailbreak part (Its mentioned
earlier in the rule now)
