About the pull request
Makes it so any mutineer can convert, removes the 'start mutiny' button. Makes it so that tear gas is no longer magical and can penetrate gas masks. Police skilled individuals still do better when exposed. Might expand who has police skills eventually.
Explain why it's good for the game
PvP and its consequences broke an interesting tool.
