feat: add git log to pr_body

• tool_manager supports git_log_between_versions
• pr_body accepts a git_log_summary field

why

• See which versions changed a component
• See when versions updated

• tests failed
• also lets introduce github action input so we can enable/disable git log in pr body (with default to false) because adding logs makes sense only for our templates repo. For other repos we will be able to see changes in "Files changed" section.
