feature request: support for flatbuffers

Here's a first attempt.

If needed I can attend the working group meeting to discuss.

I've removed the initial first attempt. In favor of opening a PR on the flatbuffers repo itself. To adhere to the proprietary path.

@duglin I've opened a draft PR on the flatbuffers repo to discuss adding a spec over there.

I'm going to suggest that we close this issue since we have the PR (1019) as a reminder.
