Bump the injected piggieback to 0.7.1 - #4210

0.7.0 broke load-file for ClojureScript code that requires a foreign lib (e.g. a cljsjs package): it failed with "No such namespace". 0.7.1 fixes that (nrepl/piggieback#154).

cider-load-bufferfor ClojureScript that requires a foreign lib such as a cljsjs package (nrepl/piggieback#154). 0.7.1 fixes it.
