Don't announce a single-namespace test run twice - #4208

A streamed run echoes each namespace as it starts, which helps when the run goes through several of them. For a single namespace CIDER has already announced it before sending the request, so the echo just repeated the message, and for a single test it replaced the more specific "Running test foo in bar...".

A streamed run announces each namespace as it starts, which only helps when the run covers several of them. For a single namespace it repeated what CIDER echoes before sending the request, and for a single test it replaced the more specific "Running test foo in bar..." message.
No changelog entry, since streaming hasn't been released yet.
