February 2019 release

Added the option for easy dockerized installation of cerc-web, see https://hub.docker.com/r/climateequityreferenceproject/cerc-web

Otherwise the functionally is the same as November 2018 release but with several bug fixes and general maintenance improvements (e.g. replacing deprecated dependencies)
