Pin reuse version to the most recent 3.0.1 #559

The reuse version in the docker container is not pinned. In the dev deployment, the reuse version in use is the most recent 3.0.1. See "CreatorTool": "reuse-3.0.1" in reuse.metadata at https://dev-api.clearlydefined.io/harvest/nuget/nuget/-/NuGet.Protocol/6.7.1/reuse/3.2.1?form=raw

Pin the reuse version to 3.0.1.

Tested locally and on Dev deployment using "type": "reuse" on the 106 coordinates. The reuse summaries generated are the same as those in production.
