cleanup build flags, note that now NDK only has clang and c++_shared look at the commonly defined ANDROID_HOME and ANDROID_NDK_ROOT env variables NDKLEVEL can be extracted from TARGET verify that NDK version is good
exports openh264.aar, according to https://google.github.io/prefab see https://developer.android.com/studio/preview/features#native-dependencies for introduction
