Adds support for building Chapel with LLVM 21

  • paratest with LLVM 21
  • paratest with LLVM 21 and GASNet
  • start_test test/llvm with LLVM 21 on macos
  • make check with LLVM 20
  • make check with LLVM 18
  • make check with LLVM 14
  • start_test test/gpu/native with CHPL_GPU=nvidia and LLVM 21
