This adds a separate job, 'docs-tests', that runs the spread tests for the docs but only if a) a file in the docs/ dir is changed, or b) the pull request has the 'run-manual-spread' label, or c) this is a scheduled run or a run in 'main'.
Spread's docs recommends running slower tests *first*, so that the runners have a better chance of balancing the remaining, faster tests afterwards among themselves. The arbitrary cutoff here is that tests that typically take over 3 minutes get bumped to priority 50 (default is 0).
